Job Description

Position Summary:

The Regional Program Portfolio Manager at our satellite office in Warsaw, Poland, will be responsible for overseeing and managing a diverse portfolio of projects within the Europe and Western Balkans region. Their role will involve ensuring excellence in team delivery, effective project management, and high-level engagement with stakeholders to drive positive impact in the region.


Major Responsibilities:

  • The Regional Programs Portfolio Manager will take charge of the regional project portfolio, ensuring alignment with funder and organizational objectives and strategic priorities.
  • Implement a robust project management framework to enhance project planning, execution, monitoring, and evaluation.
  • Will lead, supervise, and mentor the project team, offering guidance, support, and opportunities for professional development.
  • Will cultivate a collaborative and high-performance team culture, fostering effective teamwork, communication, and knowledge sharing.
  • Will engage with key stakeholders, partners, and funders to foster strong relationships and align project objectives with regional needs.
  • Represent the organization in high-level meetings, conferences, and networking events to advocate for positive change and promote collaboration in the region.
  • Will monitor portfolio and project progress, proactively identify challenges, and take necessary measures to achieve successful project delivery within scope, time, and budget.
  • Conduct regular portfolio reviews and evaluations to uphold high standards of project quality and impact.
  • Will optimize resource allocation across projects for maximum efficiency and effectiveness.
  • Collaborate with the finance team to manage project budgets, ensuring financial compliance and accountability.
  • Will support business development efforts through identifying funding opportunities in the EU aligned with CRDF Global's mission area priorities.
  • Assist in capturing and proposing regional opportunities of interest.
  • Provide leadership, guidance, and strategic plans to strengthen CRDF Global's competitive position in the Europe & Western Balkans.
  • The Regional Programs Portfolio Manager will help foster a culture of continuous improvement by seeking innovative opportunities in project implementation approaches.
  • Identify ways to enhance project management practices and event execution. Encourage innovative approaches and lessons learned to shape future project strategies.
  • The Regional Programs Portfolio Manager will proactively identify project risks and develop risk mitigation strategies.
  • Maintain a keen awareness of geopolitical and regional trends that may impact project implementation.
  • Travels internationally as appropriate.
  • Other duties as assigned.

Qualifications / Skills and knowledge requirements:

  • Bachelor’s degree in related field;
  • At least 8+ years of work experience in a related field;
  • At least 3+ years of supervisory experience preferred;
  • Proven experience in managing diverse portfolios of projects in a multi-stakeholder environment;
  • Strong written and verbal communication skills including ability to present to internal and external clients;
  • Ability to ascertain the nuances of clients and communicate these effectively;
  • Sufficient understanding of the related field in order to be credible with external community and funders preferred;
  • Willing and able to travel domestically or internationally;
  • Strong leadership and team management skills, with the ability to lead, develop, inspire and motivate cross-functional teams;
  • Excellent communication, negotiation, and relationship-building abilities, with experience engaging with high-level stakeholders;
  • Proficiency in English; knowledge of other regional languages is advantageous;
  • Demonstrated ability to handle multiple projects teams simultaneously and deliver results on time and within budget;
  • Passion for driving positive change and making a lasting impact in the Europe and Western Balkans region.
